Attributions of local admnistration authorities

From the national level to the village level, local administration leaders had attributions aimed to improve the lives of Rwandans. The local administration structure and its attributions have been updated in accordance with the laws of the Republic of Rwanda to promote good governance. These are the attributions dedicated by the high authorities of the country to administration from 1 July 1962 to 31 December 2005. The local administration means the structure from prefecture (province, City of Kigali) to the village. This study is related to prefecture (provinces, City of Kigali), subprefecture, and the communes (cities, districts) because there were the only ones to produce and conserve archives.

1. Prefecture

The prefecture was governed by the Prefect and had the following attributions:

  • To represent executive power at the prefecture level.
  • To maintain peace, tranquility and security of people and property,
  • To monitor the situation peace, law enforcement and security of people and property across his/her territory,
  • To command the national army and the gendarmerie whenever necessary.
  • To supervised civil servants and all other persons engaged in public service in the prefecture, including the bourgmestres and the councilors of the sectors.

2. Sub-prefecture

Subprefecture was a unit between the prefecture and the commune that existed in Rwanda between July 31, 1975 and December 31, 2001. It reunited about three communes. The governor of the prefecture was called the Subprefect. The Subprefect assisted the Prefect in the implementation following attributions:

  • Monitoring the situation of peace, law enforcement and security of people and property across his’her subprefecture,
  • Monitoring and coordinating the activities of the communes of his/her subprefecture
  • Attending meetings in prefecture whenever requested
  • Assisting and advising the bourgmestres in carrying out their duties.

3. Commune

The commune was the administrative body that existed in Rwanda between July 1960 and December 31, 2001. The commune was governed by a bourgmestre and had the following attributions:

  • Formulating policies in his/her entity in accordance with the general laws and regulations of the country;
  • Determining how to find and collect the necessary resources for the implementation of the approved programs in the Commune he leaded;
  • Coordinating and monitoring the activities of the sectors
  • Coordinating the activities of the private sector in the communes.
  • Determining the development plan for the commune

4. Kigali City

The City of Kigali is governed by a Mayor and he has the following attributions:

  • Commercial and traiding related activities in the City;
  • Development of small-scale industries operating in the City;
  • Caring for primary and secondary schools operating in the City by training its teachers, monitoring the implementation of curricula and conducting inspections;
  • Care of health centers operating in the City;
  • Care of health centers operating in the City;
  • Water management;
  • Promoting tourism and environmental protection in the City;
  • Deciding on land use, development and allocation of land in the City;
  • Monitoring the functioning of associations and cooperatives operating in the City;
  • Caring for the poor;
  • Maintenance of City streets;
  • City Relief Activities;
  • Caring for the cemeteries and memorials of the Genocide against the Tutsi in the City;
  • Agricultural, livestock and forestry activities are carried out in the City.
  • Caring for gender, culture, youth, men and women and entertainment;
  • Caring for children's rights;

5. Intara

Intara iyoborwa na Goverineri , akaba afite inshingano zikurikira :

  • Kuyobora no kubahiriza ishyirwa mu bikorwa rya politiki zemewe mu rwego rw'igihugu,
  • Gukurikirana no guhuza ibikorwa by'Uturere,
  • Gukurikirana no kugenzura ko ibikorwa by'Uturere bitanyuranyije n'amategeko n'amabwiriza atangwa mu rwego rw'igihugu;
  • Kwita ku mahugurwa y'abakozi bo mu Ntara.

6. Province

A province is administered by a Governor with the following attributions:

  • To guide and enforce the implementation of national policies,
  • Monitoring and coordinating the activities of the Districts,
  • Monitoring and ensuring that the activities of the Districts do not violate the laws and regulations issued at the national level;
  • Assisting and advising Districts in decision-making,
  • Training provincial staff

7. District

A district is governed by a Mayor with the following attributions:

  • Develop policies in the District in accordance with the general laws and regulations of the country;
  • Determining how to find and collect the requirements for the implementation the programs approved by the District;
  • Monitoring and ensuring that the activities of the Districts do not violate the laws and regulations issued at the national level;
  • Coordinating and monitoring the activities of the sectors
  • Coordinating the activities of the private sector in the District.
  • Determining the development plan for the District.
